Award Title: Science and Technology Centers (STC): Integrative Partnerships
Amount:
Up to a total of $30 million may be available, pending the availability of funds, for first-year support of newly funded Centers beginning in FY 2026. NSF expects to make up to 5 awards (out of the $30 million total), contingent on the availability of funds and receipt of competitive proposals. Each award will be made as a cooperative agreement to the lead institution, with an initial commitment for five years of support and a possibility of continuation for five additional years.

The Science and Technology Centers (STC): Integrative Partnerships program supports exceptionally innovative, complex research and education projects that require large-scale, long-term awards. STCs focus on creating new scientific paradigms, establishing entirely new scientific disciplines, and developing transformative technologies which have the potential for broad scientific or societal impact. STCs conduct world-class research through partnerships among institutions of higher education, national laboratories, industrial organizations, other public or private entities, and via international collaborations, as appropriate. They provide a means to undertake potentially groundbreaking investigations at the interfaces of disciplines and/or highly innovative approaches within disciplines. STCs may involve any area of science and engineering that NSF supports. STC investments support the NSF vision of creating and exploiting new concepts in science and engineering and providing global leadership in research and education.

Centers provide a rich environment for encouraging scientists, engineers, and educators to take risks in pursuing discoveries and new knowledge. STCs foster excellence in education by integrating education and research, and by creating connections between learning and inquiry so that discovery and creativity fully support the learning process.

UM Nominations Process: Inform our RIO office by Noon Monday, September 16, 2024, if you believe you will be participating in this limited submission by emailing collabor@umn.edu and sharing the research and educational focus of the proposed center.

Those interested in applying should submit the following as a single pdf document to collabor@umn.edu no later than Noon Monday, September 23, 2024:

1. Cover page including PI name, department, contact information, project title, any co-PI's name and department, and one paragraph project abstract.

2. Project summary (not more than three pages) providing an overview of the proposed center- including the center vision and rationale, a discussion on how your proposal uniquely aligns with the published STC Program Objectives and Summary of STC Features (see section II - A and D of solicitation), and a statement describing the current state of planning for the proposed center.

3. An abbreviated CV for the lead PI and any co-PI's.

4. A team description including a list of partner institutions and project personnel. This may be a preliminary list and commitment does not have to be documented.

RIO's target date for selecting applications: by October 4, 2024.

UMN Selection Process

  • Once the internal deadline has passed, if the number of applicants is less than or equal to the number of spots the university is allowed to send forward, the applicants automatically become the UMN nominee(s).
  • If the status of an opportunity is "First-Come, First-Served", there was not time to hold an internal review. Applicants will be accepted on a first-come, first-served basis.
  • If there are no applicants, the status will change to "Contact Us". At this point, the opportunity changes to a first-come, first-served opportunity.
  • If there are multiple applicants, the office coordinating the nomination will determine the review criteria and coordinate the review process. The status will change to "In Review".
  • Once the review has been completed all parties will be notified via email.
  • Nominees will be provided with an email from RIO (or the designated coordinating office) indicating that they are the university's nominee. This letter should accompany the nominee's proposal.
  • SPA is notified of the university's nominee(s) and the status is updated to "PI(s) Selected".
