Development of Collaborative Research Facilities or Research-Resource Facilities (C06 Clinical Trial Not Allowed) - PAR-26-106
This Notice of Funding Opportunity (NOFO) solicits applications to develop shared-use research facilities or research-supporting facilities that enable collaborative research and benefit broad research communities at large. The NOFO supports two existing construction programs: the Biomedical Research Facilities (BRF) program and the HIV/AIDS Research Facilities (HRF) program.
The BRF program supports the construction or modernization of biomedical research facilities that advance basic, translational, clinical, or behavioral science research in all areas. Intended facilities include shared research spaces, core facilities, biorepositories, or other shared-use resource facilities that serve a broad scientific community with a significant, long-term impact on biomedical research.
The HRF program funds the development of HIV/AIDS research or research-supporting resources that the empowered research activities must align with the NIH Office of AIDS Research (OAR) priorities, as outlined at OAR HIV/AIDS Research Priorities, including research focusing on the long-term health consequences of HIV infection.
NIH encourages applications from institutions across all geographic regions of the country, including Institutions of Emerging Excellence (IEE) in biomedical research, to strengthen the nation’s research capacity.
STEP ONE (recommended):
RIO kindly requests that all interested PIs email
collabor@umn.edu to express their intent to submit an internal application as soon as they are able. In your email, please include a list of 3-5 names of possible UMN reviewers
(NOT References) (with no Conflicts of Interest) plus 5 keywords to be used as search terms for possible reviewers. Providing your list of potential reviewers in advance of the internal deadline allows our office to begin recruiting the review committee and expedites the overall review process.
STEP TWO (required):
Those interested in applying should submit the following as a single pdf document to collabor@umn.edu no later than
4pm on 05/18/2026:
1. Cover Page: Include PI name, department, contact information, project title, any co-PI's name and department, and one paragraph project abstract.
2. Overview: The Overview cannot exceed 1 page and must summarize the project by stating its goals and outlining the proposed approaches to achieve them.
3. Document (cannot exceed 1 page) containing:
---Simple Scientific Justification: Focus on how the project will increase the institution-wide biomedical research capabilities and capacities.
---Statement of Confidence: Describe your confidence in getting requirements (annotated map, line drawings, vendor quotes - see NOFO) completed by the funder due date.
---Rough High-Level Timeline: Describe the major steps to be completed within the 5-year timeline and budget.
4. Biosketch of PI and any co-PI's (NIH format or similar, 2-5 pages).
5. If not already submitted in Step One (see above), a list of 3-5 names of possible UMN reviewers
(NOT References) (with no Conflicts of Interest) plus 5 keywords to be used as search terms for possible reviewers (can be added to Cover Page).
