EPA intends to issue approximately 150 Track I awards ranging from $10-20 million each, as well as intending to issue approximately 20 Track II awards of $1-3 million each.

Description: Please note that although applications are allowed on a rolling basis through Nov. 2024, anyone who is interested in applying in 2024 must submit to the internal competition deadline of 1/29/24. Once the official UM applicants are selected, they can apply to EPA any time between notification and the final Nov. 2024 deadline.

The Environmental and Climate Justice Community Change Grant program (Community Change Grants) – the subject of this NOFO – offers an unprecedented opportunity to transform disadvantaged communities across the United States into healthy, climate resilient, and thriving communities for their current and future residents. The Community Change Grants will fund community-driven projects that address climate challenges and reduce pollution while strengthening communities through thoughtful implementation. The historic levels of support provided by these grants will enable communities and their partners to overcome longstanding environmental challenges and implement meaningful solutions to meet community needs now and for generations to come.

UM Nominations Process: Those interested in applying should submit the following as a single pdf document to collabor@umn.edu no later than 4pm on 1/29:

1. Cover page including PI name, department, contact information, project title, community-based non-profit organization partner, and one paragraph project abstract.
2. Project summary (not more than three pages).
3. Brief biosketch of PI (any format, not more than five pages).

Selection Process

  • Once the internal deadline has passed, the status will change to “In Review” and proposals will undergo review.
  • If there are multiple applicants, the office managing the nomination will determine the review criteria and coordinate the review process.
  • Once review has been completed all parties will be notified via email.
  • Nominees will be provided with a letter addressed to the sponsor from the RIO indicating that they are the university's nominee. This letter should accompany the nominee's proposal.
  • SPA is notified of the university's nominee(s) and the status is updated to “PI Selected”.
