Description:
The U.S. Environmental Protection Agency (EPA) is soliciting applications under the authority of the Clean Water Act (CWA) section 104(b)(8) to provide Technical Assistance and Training for Rural, Small and Tribal Municipalities and Wastewater Treatment Systems. The program supports small, rural, and Tribal communities’ efforts to identify water challenges, develop plans, build technical, financial, and managerial capacity, comply with CWA requirements, and access water infrastructure funding.
Through this Notice of Funding Opportunity under the Clean Water Act, EPA will achieve greater protection of public health and the environment through an increase in trained water sector personnel, access to funding and financing for wastewater treatment facilities, and Clean Water Act compliance. This action advances the Administration’s priorities, including to Make America Healthy Again, by improving water quality and reducing exposure risks, and enabling responsible economic growth for small, rural, and tribal communities through improved wastewater infrastructure. In partnership with States, Tribes, and local governments and grounded in sound science and the law, EPA will deliver cleaner water, stronger infrastructure, and long-term environmental stewardship for all Americans.
The University is eligible to submit one application per Priority Area, of which there are 4:

3. Tribal
4. Decentralized

Internal Submission Requirements
Step One: Expression of Interest
RIO kindly requests that all interested PIs email collabor@umn.edu to express their intent to submit an internal application before 4pm on 7/1/2026.
In your email, please include:
- PI’s name and contact information
- Priority Area of choice, draft project abstract
- List of 3-5 names of possible UMN reviewers (NOT References, with no Conflicts of Interest)
- 5 keywords to be used as search terms for possible reviewers.
Providing this information in advance of the internal deadline, especially your list of potential reviewers, allows our office to begin recruiting the review committee and expedites the overall review process.
Step Two: Internal Submission
Those interested in applying should submit the following as a single pdf document to collabor@umn.edu no later than 4pm on 7/1/2026:
1. Cover Page: Include PI name, department, contact information, Priority Area (1-4), project title, any co-PI's name and department, and one paragraph project abstract.
2. Project Overview: The project overview cannot exceed 2 pages and must summarize the project by stating its goals and outlining the proposed approaches to achieve them.
3. Biosketch(es) of PI and any co-PI's (NSF format, 2-5 pages).
4. If not already submitted in Step One (see above), a list of 3-5 names of possible UMN reviewers (NOT References, with no Conflicts of Interest) plus 5 keywords to be used as search terms for possible reviewers (can be added to Cover Page).
